Thinking back again on the current youth programme having no real benefit or purpose with so many trainees.

What about having a separate bank fund for the youth programme?

Your main team could allocate a starting sum, and then a weekly sum they wanted to keep adding to it (with a specified maximum cap for everyone).

Out of this pot you would fund their wages across all youths. It could be like fantasy leagues, where you have a set limit and make it work across all your gaps. You could bank all on just a few youths, or spread it in smaller amounts on lots of trainees.

BUT

Any success the youths have, ie monetary bonuses from winning or point scoring, gets put into the Youth Programme bank account. It stays there, much like the shares system, and you have to re-invest in paying better wages as they gain skills, or on more youths until you fill your programme roles.

This gives another (fun) dynamic to the youth programme.

It would also stop teams from paying mega salaries to every single young driver if there is a cap to total wages within the entire youth programme (say, 100k to be shared across U6-U18).

Teams get to play around, maybe give 10k each to 10 youths (low financial motivation may slow their development) or maybe fund just two youths and pour 50k wages to each whereby that incentive may allow them to develop faster.

Thoughts?
