I have a question about the weather in a race and when to change to wet or inters.

There seems to be no option in the race strategy to change to inters or wets if it suddenly starts to rain. I see the lap by lap weather on the left pane of the page. This race it is cloudy for the entire race but the track seems to be dry. Does this mean that it is guaranteed not to rain? If it does rain at some point will it say so in the left pane - like the forecast is perfect so I can pick the right tyres for each lap? If not, where is the option to change tyres for wet weather?

If there is no mention of drizzle or rain of any nature in the race strategy page for any lap then it will be dry
