On my last upgrade on a part (gen 10), I kept working on the fine-tune, and I had a few successful improvements, but the potential got worse instead of better. It was worthwhile to begin with, and I ended up with a Huge potential part. Comparing gen 9 to gen 10 exhausts, gen 10 are definitely worse, which shows the fine-tune did get worse.
