once you start a design - the research level is locked for that design so starting again will only apply to another 'brand new' part. - bear in mind the research level drops when you start a new design so you would have to raise the level 2 levels to get a level more than the first one.
Also, when designing parts for next season, does it make sense to design one part (for example gearbox) and then immediately design another based on that first one to try and hit higher ratings?
Or that new one based on the first one is not guaranteed to be an improvement(and might actually be worse)?
That part about based on is still unclear to me, because last time i tried to make a new one based on the one i had, new one was worse in every way o_O
You have to know the potential of the new part first otherwise you will take a % hit making the second part worse even if it could have been better.
This is why most are taking the extra few days to test bed the parts.
Design => 100% => Test bed => start new design (repeat)
I wasn't using test bed before and it was putting me weeks behind others since they knew the parts potentials take a few days longer where I needed to spend time and money testing to find the potential of the part.
Test bed doesnt reveal the potential. So you still need to do testing. If test bed decreases the milage needed, I dont know. I personally never tried test bed, because I had no time to wait longer.
Yes I heard - although don't know for sure - that test bed reveals the parts current ability but you still need to do the same number of laps as without testbed to reveal potential.
So its only beneficial if you are trying several of the same parts and want to bin off the worst ones.
Thanks all. Chassis for s13 almost done, so guess i could instantly start new one based on old one and hope to increase it a bit. Now i have another question (they just keep coming).
This season was a throwaway season because i joined late last one and had no time to properly make car for this one, so i just instantly finished all designs for this year.
Now, i had awful research for pretty much everything for this year, and whats strange to me are potentials for my parts that were instantly finished with awful research.
They range from very bad (3) to good (7). And if i now go on and make new part based on old one, will it be possible to go that high at all? How can potential be so huge with such terrible research(i thought research was tied to potential)? And can it still be reached by just making new ones based on old ones with research still being terrible now?

No! You cant do that. First you have to reaveal the potential, otherwise the parts will fail! Everytime you do a based on part, you need to know the potential before.

Yes, you might reach it, but its unlikely. I almost never hit the potential of my parts.
Well poop. I started new one based on old one for this season, and i cant remember if potential was revealed when i started it. Its revealed now, but not sure about when i started.
Doesnt seem good. Should i just cancel and restart it?
