And it's because you could base a current superb part that's rule limited to only very good (discarding illegal parts).

Yes, based on parts are brand new parts at the current s10 researchlevel (when built). As I tested this I know it took the s10 level and not the s9 level.

Seriously?! This completely screws a lot of teams who had no clue it was coming!
And it totally undermines the evo/revo distinction from PW1. There is now no point in evo (based on) parts other than for a few weeks in the current season.
Another season down the toilet. How many more can people take of this?
The biggest problem is this info hasn't trickled to everyone yet. When it does, and people see their parts are even worse or at best, terrible, having only based on a level unbeknownst as terrible, there will be a lot of anger.
More than last seasons changes.
I genuinely suggest a backup plan of sorts to negate this asap because it's gonna rock this boat some. People have thought and known otherwise for an entire season.
How you fix it I have no idea. Because these teams have built a full car based on this year, and I'll bet s10 research is low or non existent because they dont have the staff to run two programmes of two seasons, one dev and one research. There will be teams that will literally have a car that may not even finish a race; staff that will drop morale whilst the whole year is spent researching s11 levels as it will take all year.
This hurts the small teams. This hurts teams with fewer staff. This hurts anyone trying to build a team slowly because it means each season is a straight race based on numbers only, and destroys the notion of having special areas like a great gearbox or diffuser into the next year's build upon.
I'm concerned how this is gonna go down. Mistakes happen, but the logical quick fix of instant parts can't work either because of the new rules.
What a difficult scenario.
I'd say rich teams with big staff numbers won't be affected, but those with less have just taken 50 paces backwards.
So let me see if I have this correct if I had designed a new chassis that was based on this season then it wouldn't work correctly thus most likely end up with terrible rating? Or do we know the rating it takes?
So everything need to be built as new for the next season with the research level being taken from season 10 instead of the current seasons research levels? This makes sense but wasn't explained meaning I am luck I missed most of the season since I was researching this years research levels to build a better car for next season. It also means I got luck since I had developed some of next years a bit as well but will mess up a lot of good teams.
It also makes research a lot more complicated since you need to focus on both current and next season research at the same time. As mentioned above this won't effect the bigger teams as much as the smaller but this needs to be clear to all when starting the game.
I still don't understand the thinking behind the "no based on parts for next season" decision. Surely, teams do base parts on existing ones, even when rules change?
Wouldn't it be better to say that a "based on" part cannot be better than next season's rule limit (or any loophole found)?

You would think this would be easy to code as well since it a basic if statement. Aka If development = Superb but rules limit states = Good then Superb is = Good.
But I do foresee display bugs with my coding since Good would also be equal to superb so might end up showing as superb when it really only good but limited by the rules.
