So when you have a team that has a very crappy designing department, hiring a new superb designer won't mean that you will have a chance to get a superb chassis straight away which is technically possible if all goes well. This is very unrealistic, and it always takes some time to improve the parts (when Newey joined Red Bull they didn't have a race winning car for some time). Therefore I will introduce this probably next season.

That's very strange. I double checked the code and it's definitely linked to the team and not the manager. Did your parts say "Finished [95-100%]" straight away after developing them?
They weren't developed under the old manager, when I took control of the team I started development on S3 parts, nothing had been developed for next season when I acquired the team.
