Feature #154 - possibility to change start date of sponsors in negotiation

Right now we have many sponsors that are willing to start the contract 'now' and very little for next season, even though the season is already going on and most teams will have to sign sponsors from next season onwards.
Being able to select the start date of the sponsor would get rid of that bottleneck that mostly lower tier teams suffer from, as they only have div 3 sponsors available.

Currently all section 1 sponsors are only available from Season 18 which seems strange in itself.

And as far as I have seen all others are available now.

Moving to low as I don't want to quickly change this. It has been done like this for a long time, and changing this from one day to the other will result in a sponsor rush. So it will be done phased later on.

Can you at least change it so there are *some* s5 sponsors available for div 3 teams? Otherwise it will be a rush anyway at the start of next season...
