It still develops the staff member it's just they now actually do something as they should. Wage bill is bigger if you choose to take that approach yes, by the looks of most teams I'd say we can all afford it.
Max Research level increased to another level I had never seen last week.
Then this morning it dropped.
Only two things have happened: Double race DNF. Start of a new week.
Leads me to believe either research is affected by staff morale.

It is set to naturally increase with time when staff are not pressured in other projects. ie, if they aren't designing 24/7 then the max research level must increase behind closed doors the more empty / less projects they work on.
They are the only two things I did different this week to have seen the max level go that high.
Also, what happens if I got my research to that high level, and this week the max is lower on the part list; but on the actual team level its the level above?
That doesn't seem right, as it reads the actual team rating is higher than what the max part says it could be.
Pretty certain it's strongly affected by morale, mine dropped down but has risen since signing a new contract with my head designer (won't mention the sums involved).
It does seem a bit odd with actual rating being higher than the max level, but makes sense with the system we have.
What I'm not sure about is whether the actual rating drops faster than normal when that happens (beyond the natural degradation we normally see).
It is definitely affected by morale!! - which is hurting me badly because of the ridiculous money staff want shortly after joining your team and reaching the 'superb' power position - which means they have had employment for half a season!!!! My junior designer wants a new contract and wants bonuses of 2m + and 500k salary!! because he wont agree to more sensible offers his morale has plummeted bringing my max research down from excellent to okay!! - i cant even sack him as he has a contract till season 6!
