Feature #121 - Person negotiation update

Due to the reported issues with the person negotiations, a new system will be developed that is more tiered such as the supplier system.

It should still be possible to instant-sign people who have almost no reputation, but it will become harder to sign known people with a reputation. The system should give the feeling of negotiations.

Just a suggestion, as I think thats unrealistic and needs some sort of fixing:

I had my new head designer join on the start of the season, on the same day later that day he already signed with another team. I had no chance to even realize he was negotiating with another team, as the other manager instant signed him. My desgner had a contract length of 2 seasons (because he wouldnt accept any different), I was planning with him long term.

Daniel Stevens also reported in the chat, that the same thing happened to him, with a person he signed for 3 seasons.

I think its unrealistic for staff to sign a contract, join a new team and sign a new contract with another team on day 1. Its not good for gameplay and realism.

Probably because it is against the 'instant' nature of the gameplay now. But I think this is a pretty good suggestion:

get rid of the cooldown points, introduce the deadlines again: big timeframe for top staff, a few hours for bad staff/drivers.

I've decided over the weekend that I will make some adjustments to the negotiations system, but the full tiered implementation will be for later on. I think the race script requires more urgent attention, and the current system can be fixed by increasing the cooldown time. That way big names won't be sign-able immediately and require more time.

request: add an option to select the start date of a contract - no matter if free agent or allowed to leave immediately.

If that is implemented, also implement the option to sign staff that is currently unemployed but signed for the future. F.e. person X is signed from s12 to s14 and from s17 to s19 with a new team. A 3rd team (or the current or future team) could step in and sign the person from s15 to s16. That would prevent persons being in a limbo.

request: change the behavior of the 'extend contract' clause

Issue: There is no due date on the option, so other managers are able to approach staff/drivers when the clause still can be activated. I dont know what the best solution would be, but I think something like you have to pull the clause 1 season before the current contract expires, otherwise the staff/driver will get approachable. Also, if the due-date is being implemented, the date should also appear on the public person page.

the critical path on the contracts is the one when a member joins at the start of a new season and is available for approach to any team - the person can be hired before the manager of the current team has a chance to activate the extension clause. I do not like how early new contracts are negotiated anyways - I dislike to negotiate contracts with persons who have more than 1 season left to fulfill the contract they already have.

My 2 ct are get rid of early contract negotiations - earliest 1.5 seasons before the contract ends.

Can we have a hard cap on the negotiations process? Over half a season in negotiations with my head designer, deadline keeps getting pushed back at this rate he'll be out of contract and without a team despite 5 offers on the table!

+days = Fair chance to sign staff, great -> +weeks = simulating npc leverage and mulling, fantastic -> +months = possibly realistic for big names, kinda pissed off with the waiting
