Personally, I would stop consider Div 3 & Div 2 the same level than Div 1 and reaffirm the hierarchy with explicit rules.
- because anyway just watch competion tab, we all agree cars ain't the same level

This will reduce overall the number of driver that should be generated and less concurrence between divs.

I would put age limits for drivers, something like :

Div 1 at least 18-19-20-21-22-23-24-...

Div 2 : 16-17-18-19-20-21 / replace Feeder

- drivers more attracted by a main role in Div 2 than being tester in Div 1 gives them one more chance to shine (interesting for those with late potentials)

Div 3 : 13-14-15-16-17-18 / replace U18

- best youth will directly join a team and build experience

Youth academy (new facility)

U15 : 13-14-15

- should be a bit less efficient than Div 3 or Junior Team

U12 : 10-11-12

U9 : 7-8-9

U6 : 4-5-6

- coach is a huge factor first years, can waste talents

It would justify significant cost/prize differences but then promoting bonus should be way bigger to help the champion transition.
- Div 2 will have to scout a lot because their best drivers will promote
- Div 1 will have to scout less randomly but harder battle because best drivers will be knowned from all due to racing more thus being exposed

Junior teams only allowed for Div 1 teams (automatically idle when relegated), instead make cooperation deals
- This can create some kind of economy, Div 1/Div 2 team pay Div 2/Div 3 team to use their driver like Ferrari did with Giovinazzi in Alpha Romeo.


I would also cap staff somehow. Reduces yoyo effect.
This way a team relegating from div 1 would have to restructurate itself a lot more to stay sustainable.
