What about having one week of the test as an 'end of season special' where teams can use a mix of new and old parts to test?

Then the second week of testing all the old parts get wiped as would usually happen.

It means unless you have a full car, you can't test what you have.

Gives flexibility to some teams that take longer to develop.

I like that idea. Could be as simple as wiping season previous parts at the end of week one or two.

But in reality, you should really have a car prepped well before the start of the new season.

You should, true. But this would help smaller/newer teams to not have to spend over half the year developing on next season; when it can be spent making progress and staying up in the current.

or why not allow next season parts to be tested but not used in quali or race.

In f1 teams develop next season parts in practice

Yeah agreed, however, would it make it too easy for the best div1 team to stay at the top year after year? If the cutoff for producing next seasons parts is pushed back, then you develop for longer in the current season and get harder to beat.

I don't think its the testing them that is the issue, its that you can't test anything without having a complete set which is the bottleneck.

So if you still have to make a RW for S4 in testing week, you are stuffed until that one final part is made.

Using an S3 RW would solve that. But allow it for just one week!

But you can actually produce a part very quickly, it just won't be very good. So you develop said RW to its full potential, and develop another to its minimum potential to get the car on the track to test your other parts.

What about allowing teams in only their first 2 seasons to do this?

I kinda like the way it is. Puts the pressure on teams who are fighting for the championship to either continue developing and going for the title or making sure next years car is ready. Can give a small advantage to teams a little lower in each div as they can ensure they are ready for testing with a little time to spare

You also don't need to test the first two weeks of the season unless you are going to push development for the season.

How many teams are pushing development currently with the changes to research?

I know I haven't had any real reason to push development let alone develop since research was implemented. This means I will not have any reason to test hard at the start of the season other then to unlock my parts but since most have not been developed for a full season and based on my understanding they will not be developed any further making testing almost worthless.

My cars are always done early / on time so don't see the point of this change.
