I managed to save my Rear wing that fell from Very Good to Good, and get it back to Very Good, but nothing else has moved at all. And I have the same number of designers researching these parts as I would designing them.
I can already see that I won't be making any new parts this season, the only designing I'll do is for next season's parts because everything else will be horrible compared to what I have right now.
ahmen to that, the only thing i can think of doing is crack on with development until the designs reach the end then research for the rest of the year for next years car
That's what I'm basically doing Luke, but with my HQ only being level 2, I'm limited to the number of developments I can have going on at once, so until mid to late S4 when my new HQ is built, I'll be stuck with moving designers about on some parts.
i'm still waiting on my first hq upgrade (just over a week away ) so its incredibly hard atm to balance thigs. Certainly the first thing i will be doing it upgrading again, you don't have much choice
I don't know whether it's working as expected or not. However, the fact that you are just putting there money for nothing is strange. In my opinion, there needs to be some sort of indication that we are having progress and not just waiting almost 2 weeks with no meaningful progress.
Some interesting info from the changelog, appears it's pointless basing parts on a previous seasons as it will be based on research. Makes sense i guess otherwise a team at the top would just constantly churn out copied parts season after season.

17 July 2015 15:52 Development, NEW: Research in development: new projects are now mainly based on research.
17 July 2015 15:53 Development, CHANGED: Whether a part how good the part is is now influenced by research instead of the designer. Also a much bigger influence of research (in what used to be the designer).
17 July 2015 15:53 Development, CHANGED: Design approaches have a bigger influence on the eventual outcome of the part.
So research seems to be the most important single factor, with the designer's abilities overlaying that when it comes to developing a new part from scratch.
