Frank has said in the past that Development and sponsors/suppliers progress isn't liner. Imagine it as a bell curve.

This is because its harder to start the designs/negotiations, then the middle goes quickly, then the last few bits take longer. Think of it as writing an essay; the start takes a while, then the middle bit you can do much quicker, then the finishing touches are harder and take longer at the end. Hope that analogy helps.
