That's more of a display thing. You will still get 3 points per hour, but you are "requesting" 14. So you won't be able to do the investment that you expect. Hence it will only happen once every 3 hours (to satisfy the 7 for one part requested).

I have a new team, no facility and set to hire automatically - some peolpe are hired and set to the position - that should not work with no facility and if the hq0 is build automatically reduced to the spots available. I have 13 staff member, 11 assigned - not a single spot ( No headquarters has been built yet.)
