Why does it say " Missing or unrevealed: Engine, Brakes, Fuel tank, Suspension, Electrical system" when I have those parts selected below? Can't figure this out.

It will appear over time depending on laps raced/ tested.

You will also see this happen with the option to improve the current parts in the development tab
